The Falcon Heights City Council presented the 2026 Neal Kwong Youth Citizenship Award to local youth volunteer Katherine Fisher during its May 27 meeting.
Mayor Gustafson introduced Gary and Chris Kwong, who attended with family to present the award established in memory of Neal Kwong. Gary Kwong said the award “is founded on volunteerism,” and explained the prize carries no cash award so the recognition emphasizes community service. The award honors Falcon Heights residents ages 12 to 19 who show leadership or volunteerism in the community.
Katherine Fisher addressed the council and described her primary volunteer work at Norway House in Minneapolis, saying her involvement is driven in part by her Norwegian heritage and a desire to connect with and share that culture. Gustafson moved to approve Resolution 26-45 to present the 2026 Neal Kwong Youth Citizenship Award to Fisher; the motion passed 4-0.
Council Member Mogen noted Neal Kwong’s Eagle Scout background and used the occasion to encourage families whose youth earn Eagle Scout or comparable honors to contact him for future recognition. Council Member Mielke said the award was personally meaningful, noting that her son previously received the Neal Kwong Award.
The council took no further action on the item after approving the resolution. The meeting continued with routine business and announcements.
