Francestown board schedules special meeting, advances SAU withdrawal planning

The Board noted draft language must be submitted to the New Hampshire Department of Education by about June 25 to be considered before the State Board of Education meeting on July 11, where a special meeting date is expected to be set.
The Board reported committee activity supporting the effort. Pat Troy, chair of the Finance and Negotiations Committee, said the committee will develop preliminary transition budget figures and draft warrant language. David Stahlin, chair of the SAU Withdrawal Research Committee, said the committee held its first meeting and the Board appointed insurance attorney Sarah Byers to the committee to advise on potential insurance and liability issues.
No formal votes about withdrawal were taken at the June 17 meeting beyond committee appointments. Board members emphasized the need to clarify representation on a planned SAU Board and the financial timing of transition funds relative to the Town's tax warrant process; the Finance and Negotiations Committee will refine those calculations and return with more detailed figures.
The Board stressed timelines: a special meeting on June 24 is to finalize and vote on warrant language; the Department of Education submission is expected around June 25; and the State Board of Education meets July 11, when a special district meeting date is likely to be set.
Next procedural steps include finalizing warrant language at the June 24 meeting and coordinating required submissions to the Department of Education and the State Board of Education.
