Falcon Heights hires Bolton & Menk for interim planning coverage

City Administrator Linehan said the city will need interim planning coverage during a planned leave for the City Planner position and that no existing city staff can perform required plan reviews. Staff requested proposals from Bolton & Menk and Landform (identified in the record as Firm B) and scored firms on experience, primary contact qualifications, service approach, responsiveness and cost. Bolton & Menk scored slightly higher (4.15 vs. 3.95), and staff noted the firm’s familiarity with the Les Bolstad Golf Course redevelopment would provide coordination benefits for that project.
Linehan identified TJ Hofer as the designated primary planner and Jenni Faulkner as a senior planning advisor who would provide expertise on complex matters. The estimated monthly cost for services was given as $5,000 to $8,500 depending on needs. Councilmember Mogen moved to accept Bolton & Menk and authorize the City Administrator to negotiate the contract; the motion passed 4-0.
Next steps: staff will negotiate the contract terms with Bolton & Menk and return any final contract to the council for execution or further council action as required.
