Mayor outlines 2027 budget timeline; warns special hearing required if levy increases

CHARLESTOWN CITY — The mayor told the Charlestown City Common Council on July 6 that city staff are preparing the 2027 budget draft for council review in August, with a first official reading on Sept. 9 and final adoption scheduled for the regular October meeting.
The mayor said the September date was moved from Sept. 7 to Sept. 9 to meet an earlier advertising deadline required by the Department of Local Government Finance (DLGF). She warned the council that under changes in Senate Bill 1 (2025), if the city increases its levy the council must hold a separate special public hearing devoted solely to that levy topic.
The mayor also said she had received a large and competitive pool of applications for the city’s legislative youth adviser position (Bruce Haley has graduated) and that interviews are underway.
The mayor encouraged council members to review the draft during August and to meet with staff — including Donna and Deborah — to discuss recommendations ahead of the September reading.
