Kent County first‑reads revisions to third‑grade promotion policy to align with state literacy rules

At a first reading, Education Services staff presented proposed changes to Policy JBA (student promotion, retention and acceleration) to align district policy with recent state pre‑K–3 literacy changes. Miss Giacomoic (S5) told the board the revisions add definitions, clarify expectations for Multi‑Tiered Systems of Support (MTSS) and introduce good‑cause exemptions for promotion from third to fourth grade.

"A good cause exemption would meet the criteria to qualify a student if it is a student that is with a disability whose IEP includes participation in the Maryland alternative education framework," S5 said, listing additional examples including multilingual learners with less than two years of WIDA instruction and students with documented intensive intervention for two years.

Why it matters: The state’s updated literacy policy narrows the focus on early reading proficiency and sets new benchmarks that local districts must address. Board members repeatedly asked how the district would balance literacy expectations with mathematics and other areas; staff said the companion procedure will clarify how data systems, local assessments and intervention plans will document decisions.

Next steps: Miss Giacomoic said the policy is for information tonight and that a companion written procedure — with operational definitions and an appeals/exemption process — will be presented in April. The board scheduled a vote on the policy change at a future meeting after review of the companion procedure.
