MIDDLETOWN — The Inland Wetland and Watercourse Agency accepted an application for an eight‑lot subdivision on Arbutus Street and set a public hearing for the commission’s June 4 meeting.
The applicant’s agent, Jesse Langer of Updike, Kelly & Spellacy, told the commission the property is in an R30 zone but lacks city sewer and water, so R45 standards apply; seven of the eight proposed lots avoid the Upland Review Area and the wetlands report on record describes an isolated wetland pocket near the street. Langer asked the commission to allow administrative approval without a public hearing, saying there would be no wetland impacts on most lots.
Wetland agent Jim Sipperly clarified that subdivision approvals must go through the formal permit process and cannot be granted solely by agent approval because a subdivision requires permit review. Commissioners debated whether acceptance and a public hearing should be combined in a single motion; the commission voted first to accept the application for June review and then voted to schedule a public hearing on June 4.
The commission recorded the acceptance vote as unanimous. The application will appear on the June 4 agenda for a public hearing and further deliberation; any future site work that touches upland review areas or wetlands will require the normal permitting and review process.
