Franklin County commissioners approve three rezoning requests; residents urge protection of farmland

Chair Sabrina Meador presided over the Franklin County Board of Commissioners meeting on March 11, 2026, where the board unanimously approved three rezoning applications that change the zoning status of several parcels in and around Ottawa.
Nathan Boyd, Franklin County Planning and Building Director, described rezoning application #2601-0070 (Vining) to rezone approximately 5.00 acres from A-1 (Agriculture) to R-E (Residential Estate) for the property commonly known as 3353 Cloud Road. Boyd said the applicant intends to split off about 155 acres to sell while retaining the 5-acre tract with the residence and outbuildings; the board adopted Resolution 26-09 to approve the change.
Boyd then presented rezoning application #2512-0066 (Rayson), which would rezone roughly 33.75 acres from A-1 to A-2 (Transitional Agriculture) and about 14.70 acres from A-2 to A-1 across two parcels known as 4102 K-68 HWY and 3223 Texas Road. Boyd said the adjustment would bring the Texas Road parcel into compliance by resolving a landlocked situation and would create a 53-acre tract for sale while the owner retains 33.75 acres with the existing residence; the board adopted Resolution 26-10.
Finally, Boyd described rezoning application #2601-0067 (Crum) affecting properties at 2740 and 2742 Florida Road: roughly 36.19 acres were proposed to change from A-1 to A-2, with an approximately 11.91-acre lot rezoned to R-E. The board adopted Resolution 26-11 to amend the Official County Zoning Map.
All three rezoning motions were moved and seconded by commissioners and passed by unanimous vote.
During the public comment period before the agenda items, Jason Edwards of 3800 Montana Road raised concerns about the county's meeting video recording and ongoing dumping on Reno Road, and suggested using rock from the Martin Marietta Quarry for Reno Road repairs rather than material from Mid-States Quarry. Daniel White of 4101 Montana Road said he lives on family farm ground and voiced concern about a company pursuing a solar project on farmland; White thanked the commissioners for actions he viewed as protective of agricultural land. Separately, Nancy Machnick of the Daughters of the American Revolution requested use of the courthouse steps at 10:00 a.m. on July 4, 2026, to read the Declaration of Independence; the board said the DAR could use the courthouse for the reading.
The rezoning approvals and public comments are recorded in the meeting minutes; no appeals or follow-up hearings were announced at the meeting.
