Board approves revised student promotion, retention and acceleration policy tied to state literacy rules

The Kent County Board approved a revised student promotion, retention and acceleration policy (JBA) on April 13, a change the presenter described as necessary to align local practice with new state literacy guidance focused on pre‑K through third grade.

The policy update was introduced as the first comprehensive revision since 2014. Miss Jakomowitz explained that changes add clarity on definitions, integrate state literacy expectations, and are accompanied by a companion procedure that defines good‑cause exemptions and the roles of school‑based teams. Examples of good‑cause exemptions include students with IEPs or 504 plans, multilingual learners with less than two years of instruction aligned to WIDA standards, and students who have already received intensive interventions and prior retention.

Board members asked questions about how the procedure protects students' whole‑child needs and about implementation. Presenters emphasized that the procedure increases accountability for individualized progress, requires individualized learning plans for students not on grade level, and expands opportunities for intervention (during the school day, after‑school tutoring, and summer programming) so students receive a longer runway rather than repeated retention.

The motion to approve policy JBA was made by Mister Queen and seconded by Miss Dorsey. The board voted in favor of the revision.

The superintendent and staff said they will continue developing implementation guidance and answer additional board questions as the accompanying procedure and operational details are finalized.
