Baltimore Village reports $2.54 million balance; council approves register after $186,000 sewer payment

The Village of Baltimore reviewed its monthly finances at the July 13 Service Committee meeting, reporting a bank and book balance of $2,542,945.78 and several large outlays that made last month unusually costly.

Council member (speaker S1) said the month’s spending was roughly three-quarters of a million dollars and highlighted a semiannual $186,000 payment tied to the sewer plant, noting there are two years remaining on that payment schedule. "That was a big payment," S1 said, adding that the village expects reimbursement for a $22,000 urban-forestry expense submitted to the state.

Staff and councilors discussed other sizable items: a $13,000 mower purchase and an approximately $27,000 utilities payment that should serve as the final payment on the water tower. S1 summarized the reconciliation figures and revenue performance, saying the village was meeting revenue targets across funds.

Council members also debated whether to contract out some grounds and mowing work to reduce recurring costs. One councilor noted contractors may be cheaper for routine mowing but cautioned that some tasks, including snow removal and emergency work, should remain in-house. The council asked staff to obtain competitive quotes and report back.

A motion to approve the checklist/register was made by speaker S4 and seconded by speaker S1; the motion passed on an affirmative voice vote. The council scheduled the next finance meeting for Aug. 10 at 6:00 p.m.

The meeting also included routine department updates (see separate article) and proceeded to the visitors’ section and second readings of several ordinances. The body entered an executive session later and adjourned at 7:55 p.m.
