Wellton council approves ballot question, intergovernmental agreements and quarterly financial reports

WELLTON, Ariz. — July 7, 2026
The Wellton Town Council on Tuesday approved a slate of routine and policy items, including a resolution to place a permanent adjustment to the Town's 1979–80 Base Expenditure Limitation before voters on the Nov. 3 general election ballot and several intergovernmental agreements with neighboring jurisdictions.
The council adopted Resolution R2026-766 proposing submission of a ballot question to adjust the Town's base expenditure limit; the motion was made by Vice Mayor Barbara Biggs and seconded by Council Member Davidson and carried on a 5-0 vote. The ballot question would appear at the Nov. 3, 2026 general election, as stated in the resolution.
Council members also approved three intergovernmental agreements. Resolution R2026-767 authorizes an amendment to an IGA with Yuma County for law enforcement communications networks (motion by Council Member Sampson; second by Council Member Davidson; vote 5-0). Resolution R2026-768 approves participation in an Imagery Acquisition Consortium with Yuma County and neighboring cities (motion by Council Member Davidson; second by Council Member Sampson; vote 5-0). Resolution R2026-769 authorizes an IGA with the City of Yuma to establish terms for developing a set of preapproved residential standard plans (motion by Vice Mayor Biggs; second by Council Member Davidson; vote 5-0).
On routine financial business, the council approved the FY2025–26 third quarter financial statements (motion by Council Member Sampson; second by Vice Mayor Biggs; vote 5-0). The council also approved the FY2025–26 third quarter accounts payable disbursements; that motion (moved by Vice Mayor Biggs, seconded by Council Member Sampson) passed with four ayes and one abstention — Council Member Davidson recorded the abstention.
Motions approving the April 7, 2026 meeting minutes and other agenda housekeeping matters were also carried by unanimous votes. The meeting adjourned at 7:26 PM; the next regular meeting is scheduled for Aug. 4, 2026 at 6:00 PM.
