Superintendent Dr. McComas framed the contract as a time‑sensitive, one‑time investment to reach community members who are not routinely engaged: small business owners, faith organizations, parents who have chosen not to enroll in Kent County Public Schools, and other constituencies. She said the contract will be funded from the administrative budget and that the district lacks the in‑house manpower to recruit and run the groups at the scale desired.
"This focus‑group process would allow us to really pull together and talk to community members who are not immediately connected to the school system," Dr. McComas said. She told the board she expects the outreach to run from February through August with a consolidated report delivered by the end of summer.
Board members supported the aim but questioned the sole‑source justification and outreach guarantees. One member asked, "What reassurance do we have at this price tag that they are going to get a considerable amount of feedback from those groups?" Dr. McComas and supporters said the consultant’s track record (used by neighboring districts) plus persistent outreach by the superintendent’s office are the basis for the sole‑source choice. The board approved the procurement after discussion.
Separately, the superintendent announced two district community conversations in March (March 5 at Kent County Middle School for grades 6–12 and March 12 at HH Garnett Elementary for pre‑K–5), where cell phones will be a table topic along with budget input, student achievement, and the middle‑school project. The administration plans table rotation formats, student representation, and a virtual option for those who cannot attend in person.
Board members urged careful planning for the cell‑phone sessions — including consideration for session length, targeted demographics, and whether locations fairly represent the county — and requested that the administration report community feedback and how it will be used in drafting the district’s cell‑phone policy.
