Council renews Keep Fremont Beautiful services agreement after director outlines program growth

The Fremont City Council authorized a one-year services agreement with Keep Fremont Beautiful, approving city funding of $16,000 per year as presented on July 14.
Angie Olsen, staff, explained Keep Fremont Beautiful requested an additional $2,000 each from the city and the Department of Utilities to address program growth and a change in state grant requirements that removed noncash match options. Jen Hayes, executive director, described recent program metrics: in 2025 the organization facilitated 17,200 pounds of paper shredded and recycled 322 tons of tires; its outreach includes school education, article placement in the Fremont Tribune and multiple community recycling events.
Hayes said program costs have risen and that previously counted in-kind contributions (volunteer hours, discounts) are no longer eligible as match for one state grant, reducing the organization’s match rate from an anticipated roughly 50% down to under 20% for cash match.
Council members welcomed the new director and expressed support. Councilman Vaughn moved to approve the contract and Councilwoman Gannon seconded; the motion carries 6 to 0.
What happens next: Staff will execute the updated professional services agreement and the organization will continue the city’s litter-reduction, recycling and beautification programs.
