Drainage Board approves $27,226 net deduction for Mary Wilson contract, reviews $1.25M McCarty bid

Surveyor’s Office staff said the change order included two primary additions — addressing two areas holding water within the easement and restoring power at the Haybig Field concession stand — totaling $16,098.84, and multiple deletions totaling $43,325.58, resulting in the net deduction. Staff recommended approval and the board voted in favor.
The board also heard a bid opening for the J.S. McCarty Drain Phase 2 reconstruction. A bid packet from Morphy Construction included required documents (Form 96, non‑collusion affidavit, insurance certificate) and listed the total bid at approximately $1,252,000.01. The board referred the bid packet to the Surveyor’s Office for technical review and recommended the office report back in two weeks; no contract award was made at the meeting.
Separately, the Surveyor’s Office recommended acceptance of the surety for the James Lockwood drain relocation in the Ogden Estates development; the board acknowledged that recommendation and noted no reported violations.
Staff provided construction updates on multiple projects: Mary Wilson and several other drains were substantially complete; Emily Vestal reconstruction crews were mobilized and moving upstream; contractors remain busy and coordination with Duke Energy on pole relocations is ongoing. Staff agreed to follow up on a homeowners association question about assessments and confirmed no additional payment requests had been submitted to date.
The board scheduled its next meeting for July 27, 2026, and adjourned.
