Bountiful Council OKs $2.22 million contract to repair Echo transmission line

The Bountiful City Council on July 14 approved awarding a $2,222,040 contract to Cache Valley Electric to perform Phase 2 insulator and cross-arm replacements on the Echo transmission line that serves the city's hydroelectric facility.
City staff said most materials for the project are already procured and that the work must occur when the hydro unit is not generating. Alan Johnson (S5) told the council the job is in rugged terrain and contractors will bring specialized equipment and crews, including helicopters, to install long cross-arms and new insulators. He said the schedule is intended to finish the work before winter and avoid local hunting seasons; work was slated to begin Aug. 10.
Johnson described the procurement process and noted Cache Valley Electric submitted the low responsive bid. He told the council that contractors inspected the line and that two firms were available to meet the timing requirements. Council members asked about scope and timing; Johnson said miscellaneous bolts and materials are already on city warehouse shelves and that the contractor will supply labor and heavy equipment.
Council members moved, seconded and approved the recommendation to award the contract. The motion passed by voice vote.
What happens next: Staff will finalize contract documents and coordinate shutdown windows with the hydro operations team before contractor mobilization in August.
