KCPS: Rock Hall rises to 4 stars, Garnett drops to 3 in MSDE ratings

Alton Swanson, the Kent County Public Schools student board member, summarized the district's Maryland State Report Card (MSDE) star ratings for the 2024–25 school year at the Nov. 10 meeting.
"In exciting news, Rock Hall Elementary School is now a 4 star school," Swanson said. He also reported that Garnett, previously a four-star school, dropped to three stars this year and is one percentage point away from the four-star range.
Swanson listed additional district highlights the report showed: increases in proficiencies at Glynnis in math and English language arts, Rock Hall's gains in math and science proficiency, Gartner's improvement in math proficiency and attendance, progress in the middle school's educator results surveys and science proficiency, and better English learner progress and increases in ninth-graders being on track for graduation at the high school.
Swanson described the star ratings as a comprehensive view of school performance, noting the Report Card draws from indicators including academic progress (for elementary and middle schools), graduation rates (for high schools) and measures of English language proficiency, academic achievement, and school quality and student success that apply to all schools.
He said the data helps principals identify areas for improvement; he did not report any board actions or votes tied to these ratings during his brief report.
