Historic board defers rooftop-solar plan for prominent Suffolk Street house

The Lowell Historic Board on July 13 deferred action on a proposal to install 40 rooftop solar panels at 166 Suffolk Street, citing the house’s highly visible location along the canal and concerns about visual impact.
Tristan, permitting manager for Venture Homes, said the project would place three arrays on north- and southeast-facing roofs and provided plan sets showing conduit runs and equipment. He told the board the northeast-facing array—most visible from the public way—would generate roughly 39% of a typical array’s output, while the other arrays would perform at higher percentages.
Board members said the property’s gable-front roof faces Suffolk Street and that panels on the prominent roof could detract from the historic streetscape. Several members asked Tristan to prepare a revised, more aesthetically sensitive layout and requested examples of previously approved downtown solar installations for comparison.
Dylan, staff, agreed to send precedent materials of past approvals in the downtown and Acre neighborhoods. The board voted to defer the application pending submission of a revised plan and additional precedent images and asked staff to coordinate review with the board administrator when materials are ready.
