Poplar Bluff council adopts conditional-use permit, municipal court code changes and distracted-driving ban

The Poplar Bluff City Council adopted three ordinances and a resolution in a single meeting, approving a conditional-use permit for upstairs housing at 416 Vine Street, amendments to the municipal court code and a new ordinance prohibiting electronic communication device use while driving.
The council adopted Bill No. 85-94, granting a conditional-use permit to Stephanie Knopf for multi-unit residential use on the second floor at 416 Vine Street in the CX-3 central commercial mixed-use district. The ordinance was adopted on roll call with six "yes" votes. The council then adopted Bill No. 85-95, which amends sections of the Poplar Bluff City Code dealing with the municipal court; that measure likewise passed on a 6-0 roll-call vote. Finally, the council adopted Bill No. 85-96, adding section 340.165 to the code to prohibit use of electronic communication devices while driving; the ordinance includes definitions, scope and penalties and passed 6-0.
Council members voted by roll call for each adoption; the clerk recorded six affirmative votes for each ordinance. Council members did not register any recorded "no" or abstention votes on these items during the session.
The council also adopted Resolution 20-44 appointing members to the Poplar Bluff Animal Control Advisory Board and the Heating, Ventilation, Air Conditioning and Refrigeration (HVACR) advisory board. That resolution passed by the same recorded margin.
No substantive debate or recorded amendments to the ordinances were reflected in the public transcript; staff read the ordinances aloud and the council approved them in sequence. The meeting then advanced several workshop items — including grant and engineering selections for CDBG mitigation projects and an airport infrastructure consultant agreement — to the Dec. 2 voting session for formal action.
The council adjourned after approving a motion to go into closed session under the cited RSMO provisions.
