Township manager reports storm cleanup, infrastructure updates and safety review for Willow Road

Township management told the East Lampeter Board on July 13 that recent storm response and ongoing infrastructure work have required staff time and that some repair costs are still being assessed.

Manager (Speaker 6) said the Willow Grove culvert replacement’s punch items have been completed and that work on trail connections and the Lancaster Heritage Pathway is moving toward finalization. He reported trail amenities (trash cans, dog stations) are being installed and noted repairs to community parks after recent storms required a full day-and-a-half of public-works cleanup in some locations.

On finances and storm costs, the manager cited the township’s six-month financial report (from Kevin Hostetter, director of finance) showing revenues at about 60% of expected for the period and expenditures at about 46%. "At the 6 month mark here in 2026 we're doing pretty well. We're at the 60% mark with revenues received, and we're at 46% mark with expenditures," the manager reported.

Regarding safety concerns on Willow Road raised at a prior meeting, the manager said township staff have asked the police chief to provide accident reports to the township traffic engineer for review; no engineering changes were recommended at this meeting and staff said they will report back after the engineer's review. The manager said storm-related damage assessment is continuing and that staff are tracking hours and equipment used in case reimbursement becomes available.

The manager closed by saying some park trails remain closed where trees are down and that pavilion rentals resumed where damage was minimal. The board did not take votes on infrastructure projects at this meeting beyond routine approvals already on the consent agenda.
