At the June 2 meeting, Jill Saegesser of The Wheatley Group presented the 2025 Annual Report and summarized progress on multiple downtown projects and next steps.
Saegesser said site work on The Commons and the Short Street parklet continues and that a delivered pavilion is being assembled; concrete and masonry work remain and the consultant said the contractor is working toward a July completion date. She told the Commission the city is awaiting guidance from the U.S. Department of Housing and Urban Development on a $4 million grant for Charlestown Landing, and is awaiting word on an LEI application seeking $6 million from the Indiana Economic Development Corporation.
The consultant also said the Commission agreed to accept proposals to design and estimate costs for the next two phases of the original visioning plan (after The Commons), and that The Wheatley Group will solicit proposals and present them at the July meeting. A signage survey for proposed improvements along Highways 62/3 is complete; TSWDesign Group is preparing sign designs that account for INDOT right-of-way and proposed drainage work. Saegesser said she prepared updated cash-flow figures and drafted the resolution and letters that would notify taxing units if any TIF revenue will be passed through. She also finalized a proposal to remove non-productive parcels from TIF district maps before an amendment process.
The consultant's remarks were presented as a summary to the Commission; no formal vote on design-contract awards or on the HUD/IEDC funding items was recorded in the meeting minutes. The timeline for HUD guidance and the IEDC application decision was not specified in the transcript.
