Miss Jenkins (town staff, S8) said the waterline rehab project requires equipment to close 2‑inch lines, and that a state representative indicated the town could buy the machine and seek reimbursement through the project. "If you recall, we're having no response from state utilities and closing out those lines... recommendation would be to move forward purchasing that equipment and letting our staff go and then close those lines off," she said.
Public-works staff (S9) described how the closure machine operates: it bolts onto the pipe, drills a hole, inserts a compressible plug that expands and prevents leaking, and then the crew caps the line. S9 summarized the cost considerations and said he needed to produce a hard quote for the machine and a soft quote for fittings before submitting procurement paperwork.
The meeting also covered meter adjustments and billing: staff (S7) reported February customer counts (2,099), gallons billed (4,946,002) and gross billing of $121,003.61; after a credit for a Century leak of $12,086.79 the adjusted February billing was $109,274.74. Staff noted town‑owned gallons billed were 832,303 and discussed calibration and accuracy concerns for the finished-water meter.
On wastewater and the I&I project, staff said contractors were completing sewer mapping and that a generator replacement and other plant maintenance were scheduled; a meter project was underway with a hoped-for completion timeline in the next two to three weeks.
Commissioners asked for pricing and a follow-up report before authorizing major purchases; staff committed to getting quotes and returning with specifics.
