Overland council swears in officials, approves multiple appointments and committees

The Overland City Council administered several oaths and approved a slate of appointments during a short meeting on April 27.
Mayor Marty Little was sworn in and repeated the oath to "support the Constitution of the United States, the laws of the state of Missouri, the provisions of all laws affecting cities of the third class, and the ordinances of the City of Overland." Several council members and newly elected officials also took oaths of office.
The council approved minutes from its April 13 meeting and work session and moved on to appointments. The council voted by voice to approve Resolution 2026-21, declaring the results of the regular municipal election. Membership and reappointments approved by the council included Jess Riquaio as the one-year council member on the Planning and Zoning Commission; Mike Sater as building commissioner; Harvey Mitchell as building vice commissioner; Mark Giroux as city treasurer; Andy Mackey as chief of police; Joe Bond as city attorney (appearing by phone); Charlie Billings and Joseph Harvath as city prosecutors; and pension board appointments including Ken Crowder and Steven Boyce. The council also approved a list of volunteers as the summer events committee and appointed Councilwoman Beth Ruckman president pro tempore while the mayor is out of town.
Votes on each item were recorded in the meeting as voice approvals — council members responded "Aye" and the mayor announced the motions carried. No roll-call tallies were recorded in the public minutes included in the meeting transcript.
In brief board comments, a participant reminded residents that the Overland Community Parade is scheduled for May 16 at 10 a.m. The council then adjourned.
Mayor Little closed the meeting by thanking fellow officials and staff for their work over the coming term.
