The Plymouth Select Board on Tuesday held the first of two required public hearings to consider acceptance of an easement from BYCO, LLC (Map 208 Lot 097‑032) that would create a hammerhead turnaround at the end of Page Street for maintenance and emergency access.
Steve (public works/staff) explained the easement would add roughly seven feet to the roadway end to allow large town vehicles to turn safely. The plan includes a 14‑foot wide access gate intended for emergency services; the gate will generally remain closed, according to the board.
Abutter Donna Patton (25 Page Street) asked whether a proposed privacy fence would overlap the property line or change the fence’s location. Officials reviewed the plan for Patton and said the privacy fence would be pulled back where the hammerhead is sited and that the fence would otherwise remain as originally proposed. The board offered Patton a copy of the plan and the planning‑board minutes that describe the conditional use permit requirements.
Town staff said planning and conservation commissions previously approved related permits and that the easement is part of those conditions. After discussion the board closed the hearing for the evening and set a second public hearing on the easement for July 27 to allow time for further review and any additional public comment.
No formal vote to accept the easement occurred at this meeting; the board will take action at the follow‑up hearing.
