Assembly members pressed staff on energy and infrastructure issues during the May 27 meeting in Kotzebue, focusing on procurement consistency, the upriver intertie project, the heat‑pump rollout and Buckland’s rock‑wall revetment.
CEDC Director Greene and the borough’s Project Manager Walker summarized Village Improvement Fund activity and ongoing energy projects. Energy Manager Ingemar Mathiasson presented a monthly update on energy work. BAF Chair Reid Magdanz expressed concern that different vendors’ responses to separate RFPs are producing incompatible systems across villages and asked how the borough could ensure interchangeability. "How can we ensure [equipment is] interchangeable?" Magdanz asked.
Members asked about an upriver intertie design and whether routing from the Kobuk side (rather than the Shungnak side) would provide capacity to serve Ambler, and what would happen to existing poles along the current transmission line. Questions were also raised about whether housing authority homes are included in the heat‑pump project and whether orders might come in smaller than expected.
President Craig McConnell asked for clarification about capacity and pole infrastructure; members recommended inviting AVEC for an update and exploring outside advisory support for negotiations with Teck and other partners.
Separately, members raised concern that Buckland’s rock‑wall revetment—currently on hold—may risk losing matching funds if the project remains delayed. Nathan Hadley Jr. recommended setting up a meeting during summer AML to discuss infrastructure needs and options for securing funds.
Next steps: Staff were asked to coordinate a briefing with AVEC or technical advisors, summarize RFP results and compatibility issues, and provide an update on Buckland’s revetment status and potential implications for matching funds.
