Montrose council accepts 2025 audit, approves fire station work and festival permits

The City of Montrose council on Monday accepted the city's 2025 financial statement audit and approved a series of capital and event permits.
Andy Murray of Abdo, the outside auditor, told council: “We performed your 2025 financial statement audit, and the result is that we issued a modified opinion.” After the presentation council voted to accept the audit as presented (motion passed 5-0).
Council also approved fire department requests. Members authorized attendance for five officers at the Minnesota Fire Chiefs Conference (Oct. 14-17, 2026) and approved overspending the department's travel line to cover higher hotel costs, with staff noting other line items will offset the overage (motion passed 5-0).
On capital work at the fire station, council approved resolution 2026-25 to award a full roof replacement to Kingdom Builders of Howard Lake with a not-to-exceed cost of $130,000 and authorized city staff to sign project documents. Fire department staff summarized the need: “The roof is now 30 years old. We've been chasing leaks for the last 5 to 7 years,” the fire representative said. The resolution passed 5-0.
Council then approved resolution 2026-26 to contract for interior and exterior painting of the station. The packet lists multiple bids; council authorized the low bid and directed staff to execute contracts (motion passed 5-0). The transcript contains a bid figure that is unclear in transcription; the council packet was cited as the source for the exact amounts.
The city engineer recommended approving plans and specifications for the Clementa Avenue improvement project and advertising for bids; council approved the recommendation and directed staff to advertise (motion passed 5-0).
Council accepted a donation from the Delano Youth Hockey Association under resolution 2026-21 (motion passed 5-0).
On Celebrate Montrose, Terry D'Onofrio, secretary/treasurer of the Celebrate Montrose Committee, requested approval for a parade route, bingo permit, car show, two off-premises liquor licenses and limited street closures for events scheduled Sept. 26-27. Council approved resolution 2026-23 (bingo permit) and resolution 2026-24 (authorize off-premises liquor sales) with recorded votes showing one abstention (Miss Otto) and otherwise four affirmative votes.
No motions failed during the meeting. Several items approved at Monday's session will proceed to contracting or to future administrative tasks; staff were authorized to sign standard documents as needed and to advertise bid opportunities where directed.
What's next: staff will publish the Clementa Avenue bid documents and proceed with contract execution for the roof and painting work after final contract paperwork is completed.
