Kentucky Department of Education officials provided an overview of a statewide Junior Reserve Officers' Training Corps (JROTC) pilot program to the House Budget Review Subcommittee on Primary and Secondary Education and Workforce Development on Jan. 13.
Colonel (Ret.) Tim McDonald, director of Army instruction in KDE's Office of Career and Technical Education, and Tom Thompson, division director in the same office, described the pilot program's statewide scope. When Chair Kim Banta asked about funding implications, Tom Thompson said that any decrease in funding would necessitate a decrease in staffing.
The presentation laid out the existence of the pilot and raised staffing and funding vulnerabilities; the minutes do not record a formal action, amendment, or vote on the program.
