The San Mateo County Harbor District Board voted July 15 to authorize a one-year renewal of a professional services agreement with CoSight Buzz LLC to continue distributing Harbor District content through the CoSight platform.
Staff presented the finance committee's recommendation and June analytics showing 29,000 active users on the CoSight site in June and 26,000 first-time users; staff said the platform republishes district content and reaches audiences via Instagram, Facebook and the website. General Manager Jim described CoSight as a tool to expand the district's reach, while noting the firm does not produce original Harbor District content but amplifies it.
During discussion, commissioners asked for Harbor-District-specific reporting (how many views and interactions were attributable to district posts versus the broader CoSight audience), repeat-user counts, platform breakdowns and the stories driving spikes in engagement. One commissioner proposed a six-month renewal to allow follow-up analytic review; staff noted the contract includes cancellation provisions and that the monthly invoices include analytics, and offered to return with deeper analysis to the finance committee.
Barbara Dye of El Granada told the board she supports CoSight Buzz and that the service provides a "incredible amount of information to our community." After debate about metrics and fiduciary oversight, the board moved, seconded and approved the 12-month renewal as amended.
The board also directed staff to develop a broader communications/public-affairs strategy and to bring more detailed analytics (repeat users, platform sources and Harbor-District-specific reach) to the finance committee for review before year-end.
