Elk County adopts recruitment-and-retention bonus policy to accept certain grant funds

The Elk County Salary Board voted to adopt a recruitment-and-retention bonus policy designed to allow the county to accept and administer grant-funded bonuses to employees in eligible departments.
Matt Straub, speaking for county administration, said Elk County had no existing policy to govern bonus payments and that some third‑party grant funds—specifically funds identified as coming from PCCD and certain state-sponsored programs—would require the county to have a formal policy before funds could be disbursed. "In the case of, PCCD and CYS, some state sponsored programs, there are certain monies that are available to be pushed out to workers within those departments," Straub said.
Straub told the board the policy would enable the county to accept non-taxpayer monies and make payments "in accordance with our policy." He said PCCD had already reviewed and approved the policy language, which the board viewed as a condition for receiving those grants.
After brief discussion about scope and whether any county general-fund dollars were currently budgeted for bonuses, the board approved the policy by voice vote. Chair Fritz Lucker said the county does not currently have funds budgeted for bonuses and that payments would depend on grant availability.
The board did not adopt specific allocations or name departments that would receive bonuses; implementation would proceed if and when eligible grant funds are obtained.
