Board grants Maryland Deaf Community Center a Class C liquor license with conditional approvals

The Frederick County Board of License Commissioners on July 13 conditionally approved a Class C beer, wine and liquor license for the Maryland Deaf Community Center, with staff conditions addressing open administrative and health items.

Director Sugars outlined outstanding items for the application—retail sales/use paperwork, a phone number and email for the establishment, a health review for kitchen use and occupancy certification—and noted the inspector’s report and tax release remained open. The applicant said the projected public opening would be August 21 and described the center as a community-focused site that will serve alcohol only for events.

Board members discussed hours and noise concerns for the residential neighborhood where the center is located and encouraged community outreach before large events. The board and staff also recommended the applicant consult the zoning board about noise/entertainment thresholds and confirmed that music for special events would be limited by local zoning rules.

The board moved to grant conditional approval through Sept. 30, 2026, to allow the applicant additional time to finish inspections and paperwork; the motion passed unanimously. Staff will confirm the sales-and-use tax release, health department kitchen approval after improvements, occupancy certificate and incident/inspector reports before issuing the license; once those items are satisfied the applicant may take the license at any time prior to Sept. 30.

The applicant told the board they will register servers for ABLE/awareness training and use internal policies and refresher training to ensure compliance. The board encouraged an open house before the official ribbon-cutting to introduce the center to neighbors.

The decision is conditional; staff will communicate a summary of required next steps and a timeline to the applicant via email.
