Shelby County opens CDBG public hearing, outlines two PY26 infrastructure projects and authorizes ESG application

The minutes state a 30-day public comment period for the PY26 Annual Action Plan will run from June 23 through July 24, 2026.
The PY26 Annual Action Plan, as reflected in the meeting materials, identifies two infrastructure projects recommended by the Shelby Urban County Policy Board: the Moore’s Crossroads Sewer Line Relocation and Improvement project in Montevallo (CDBG: $559,228.50) and the Birmingham Street Water Main Project in Wilton (CDBG: $317,642.50). The plan indicates Shelby County’s annual CDBG allocation for PY26 is $876,871 and that the County will not use CDBG funds for administration.
Separately, under Resolution 2026-06-22-09 the commission authorized the County Manager to submit and administer an Emergency Solutions Grant (ESG) application through the Alabama Department of Economic and Community Affairs (ADECA). Commissioner Lindsey Allison moved the ESG resolution; Commissioner Josh Sisk seconded and the motion carried unanimously. The resolution names SafeHouse of Shelby County Inc., Family Connection Inc., and Shelby Emergency Assistance Inc. as partners in a combined application through the Shelby County Alliance for the Homeless.
Why it matters: The approved projects target low- and moderate-income areas and aim to address infrastructure needs that can affect public health and service reliability (sewer system upgrades in Montevallo and water main replacement in Wilton). The ESG authorization enables the county to pursue state-administered funding to help prevent homelessness and support local service providers.
