Sheboygan County property committee adopts $21.78 million five‑year capital plan

Dulmes identified the largest items as a countywide HVAC infrastructure replacement ($7,550,000), an electrical modernization program ($2,831,000), and a renovation of the University of Wisconsin‑Green Bay Sheboygan Fine Arts Building ($2,249,065). Other listed projects included a 2027 fire alarm system replacement at the Courthouse and Administration Building ($875,000); elevator upgrades across multiple facilities ($1,669,590); detention center equipment replacement and remodel items ($3,437,000); courthouse parking lot replacement ($524,150); office LED fixture replacements ($980,850); and several smaller projects and design requests. The total of the line‑item estimates presented was approximately $21,781,155.
"These are the requests and suggested prioritizations from Building Services," Director Kevin Dulmes said while presenting the timeline and cost estimates. The committee discussed priorities briefly; no amendments to the presented list were recorded in the minutes.
Supervisor Stephanie Arndt moved to approve the five‑year capital plan as presented; Supervisor Kurt Jensen seconded the motion. The committee approved the plan by a 5‑0 vote.
The committee did not record additional committee action on funding sources or next procedural steps in the minutes. The committee scheduled its next regular Property Committee meeting for July 21, 2026 at 5:00 p.m.
