Bangor council accepts HUD rental-assistance grant and state funding; residents ask how dollars will be allocated

At its July 13 meeting the Bangor City Council accepted several grants, including a $1,144,879 federal grant from the U.S. Department of Housing and Urban Development to fund the Bangor Rental Assistance Program for operating year Sept. 1, 2026 through Aug. 31, 2027. The council also accepted a $10,000 Housing Opportunity Program grant from the Maine Office of Community Affairs to support ordinance-related outreach, and the consent agenda included acceptance of $1,869,733 from the Maine Department of Health and Human Services for the Maine Prevention Network.

During discussion on the HUD-funded rental-assistance resolve, resident Hillary Simmons asked how much of the $1.144 million goes to Bangor residents versus neighboring communities in Penobscot County. "How much of that 1.1 goes to administrative costs?" she also asked. Jen (Jennifer) Gunnerman, director of Bangor Public Health and Community Services (participating remotely), said she did not have the exact split on hand but estimated "probably about 85% of the people who are given vouchers reside in Bangor," and explained the program links voucher recipients with supportive services through community organizations.

Councilors moved and seconded the resolve and recorded its passage. The grant was presented as continuing the city's participation in the continuum-of-care competitive process; staff said recipients typically receive case management referrals and service navigation via local providers.

Next steps: staff agreed to provide additional data on the geographic distribution and administrative allocation of the HUD funds upon request; residents asked that the council share more detailed breakdowns of how grant funds and supportive-service arrangements will be used.
