Commissioners accept $50,000 CAC subaward and continue grant-funded victim-services positions

Bonner County commissioners on July 14 approved a $50,000 subaward to Lily Brook Family Justice Center and voted to continue a grant-funded family advocate intake specialist position and supplemental salary allocations for key Children’s Advocacy Center (CAC) personnel to avoid service disruption.
Angela Oller, representing the prosecutor’s office and victim-advocacy services, said the Idaho State Children's Advocacy Center issued a Millennium Fund Supplement Allocation for July 1 through Sept. 30 and that the board must accept and open the budget to allocate the funds. "Lily Brook Family Justice Center was awarded $50,000 before Lily Brook Family Justice Center may utilize the funds, the Board of Community Commissioners must accept the funds by opening the budget and allocating them appropriately," Oller said.
Context: Oller said the CAC subaward process can reallocate unspent funds from larger original awards; she told commissioners the 2025 grant award figure had been $233,750 but the subaward available for the near term was $50,000 to finish the current subaward period. Commissioners pressed for clarity on whether the supplemental salary allocations create any county-budget obligations; Oller said the continuation described is contingent on grant availability and does not create county general-fund obligations.
Staffing and compensation: The request sought continuation of the family advocate intake specialist (100% grant funded) and continuation of supplemental salary allocations for four county positions for the July 1–Sept. 30 period. Oller listed the supplemental amounts in the presentation (examples cited in the meeting: director/forensic interviewer +$2,600; felony victim witness coordinator +$2,100; forensic interviewer/CAC advocate +$1,400; CAC financial officer +$1,400), and said continuation helps retention, compliance and uninterrupted victim services.
Public comment and next steps: During public comment Doug Patterson asked for an estimate of overall program funding; Oller said the county received $233,750 in 2025 and that subawards are adjusted based on projected actual spend and reallocation rules. The commissioners voted to approve a resolution (number to be assigned) authorizing acceptance of the $50,000 subaward and to continue the positions and supplemental allocations through the grant period; staff said the larger FY27 award amounts would return to the board for approval in September when available.
The vote: The motions to accept the subaward and to continue the staffing and supplemental salary allocations were approved on roll call.
