Dalton Select Board accepts $88,472.51 in FEMA funds, approves paving contract and authorizes truck grant signature

The Dalton Select Board voted to accept $88,472.51 in unanticipated FEMA funds at a public hearing and then resumed regular business. Chair Jo Beth opened the hearing, described the award as part of ongoing road reimbursements, and the board approved accepting the money by voice vote after a motion and second.
The board also voted to sign an agreement with Central Asphalt Paving covering repaving of the town office parking lot and FEMA repairs on French Road, Blakeslee Road and Harriman Road. A board member reported a contractor estimate of $39,760 to fully repave the parking lot; the motion to sign the contract passed by voice vote.
On a separate motion the board authorized execution of a certificate of vote of authorization to permit a town staffer to sign documents related to a highway truck replacement grant. The town received notice of selection for the grant, which would cover up to 80% of eligible project costs (the notice cited an upper figure of $241,064); board members said that the town’s out-of-pocket share would likely be “roughly $60,000 to $75,000.” The motion to authorize signature passed by voice vote.
The board also approved signing a letter of engagement with NH Brown Law to begin host-community agreement work and later moved into a nonpublic session for legal and welfare matters. When it returned to public session the board voted to seal nonpublic minutes numbered 1–4 and then adjourned.
What happens next: staff will finalize contract signatures and grant paperwork; the paving schedule includes FEMA-eligible road repairs that the town expects to seek reimbursement for under the FEMA program. The certificate of vote authorizing staff signature is intended to allow timely execution of grant agreements once the governor and executive council have completed their steps.
