Assembly enacts professional services contracts, reorganizes code and approves donations; Barr resignation accepted

At its April 28 meeting the Northwest Arctic Borough Assembly approved several technical and budget-related measures, enacted three ordinances, and approved multiple resolutions, while introducing the FY27 budget measures for a later reading.
Acting Mayor Johnson summarized three professional-service ordinances tied to the Borough’s OCED grant work on Ambler. Ordinance 26-03 (professional services agreement with Deerstone Consulting, LLC), 26-04 (professional services agreement with Espelin & Associates LLC) and 26-05 (reorganization and amendments to the Borough Public Services and Public Safety Code) were each moved, seconded and enacted by unanimous roll call votes.
BAF Chair Reid Magdanz presented the Budget, Audit and Finance review and Director Hill summarized the financial report ending March 31, 2026. The Assembly introduced Ordinance 26-06 (FY27 line-item budget) and Ordinance 26-07 (FY27 Village Improvement Fund line-item budget) for first reading; Magdanz proposed separating charitable burial and medical donations and reviewing scholarship cuts prior to second reading.
On resolutions, the Assembly approved Resolution 26-16 (contract with the City of Kiana to construct ice roads), Resolution 26-17 (accepting Assembly member Delores Barr’s resignation), Resolution 26-19 (ratifying mayoral appointments to the Village Improvement Commission) and Resolution 26-20 (donation to cover elder travel costs for the Community Wellness Taskforce). Resolution 26-18 (a donation to the City of Kotzebue Fire Department) carried with one abstention by Haviland Lie.
No executive session was held. The Assembly adjourned at 6:08 p.m. The next regular meeting dates were announced (May 26–27, 2026).
