Leesburg commission approves two paid holidays, sidewalk contract and other consent items

At its Monday meeting, the Leesburg City Commission approved several consent items and resolutions, including changes to personnel policy that add Leesburg Bike Fest (last Friday in April) and New Year’s Eve (Dec. 31) as paid holidays, a construction agreement for sidewalks on Baker Street and related budget adjustments.

On the holiday resolution, staff told the commission the Bike Fest holiday was requested for administrative reasons tied to facility closures during the event and noted the policy includes an automatic removal clause if the event is not held: "if there's no bike fest, that's dead. It's out period. No holiday." Commissioners discussed whether to instead add Juneteenth; staff said Juneteenth was not added at the staff level and suggested swapping New Year’s Eve for Juneteenth or adding a third holiday only if desired. The commission approved the personnel policy as proposed; the mayor recorded a dissenting vote.

The commission also approved a construction services agreement with Bulldog Site Works LLC for sidewalk work on Baker Street. Staff said the project bid was about $76,000, with a CDBG grant covering $45,640 and the Community Redevelopment Area (CRA) fund covering the remainder (about $30,000). Staff cautioned that CDBG funds must be spent in a designated low-to-moderate-income (LMI) target area and that county approval may be required before expenditures.

Other actions on the consent agenda included a resolution amending the FY25-26 budget for general, gas, wastewater and gas tax funds (one commissioner objected to a wastewater plant evaluation line) and a resolution designating Leesburg as a B City USA affiliate. All consent items were approved by roll call as presented or after the requested pulls and procedural rescind/reintroduce steps.

The commission held an ordinance zoning item over to the July 27 meeting and concluded the session with routine updates from staff and commissioners.
