Emmitsburg approves $127,807 in contracts for wastewater plant lab after scope increase

The Emmitsburg Board of Commissioners on July 13 approved staff's recommendation to award construction and trade contracts for a laboratory addition at the town's wastewater treatment plant, with combined awards totaling $127,807.
Town staff (S4) said the project originally appeared in the FY26 budget as a smaller effort that could be staged with significant town labor. Since then, the existing lab's backup generator failed and staff identified additional electrical and building deficiencies, prompting staff to recommend completing the work as a single packaged project rather than phasing it.
Staff recommended awarding the building contract to Yingling Construction (apparent low bidder after a $500 insulation adjustment), plumbing to Kelco Plumbing and Backhoe Services, HVAC to Mix Plumbing Heating & Air Conditioning, and electrical to Coblance Electric. Staff reported that five building bids and four trade bids were publicly advertised and received.
A commissioner asked whether the awards exceeded the originally budgeted $70,000 and whether funds are available. Staff and the mayor confirmed the additional cost will be charged to the sewer fund and that accounting shows funds are available. Staff explained the building portion had been under $70,000 but additional items (a new generator and a small ejector pump station to lift plumbing because of grade differences) increased costs and required formal procurement.
A motion listing the recommended contract awards and amounts (building $65,220; Telco/Telco Plumbing listed at $15,871 for plumbing trades; mix plumbing $18,216 for HVAC; and Coblance Electric $28,500) was moved, seconded and approved by the board.
The board recorded no opposition; staff will proceed with contract execution and construction oversight, and the work will be funded from the sewer fund as presented to the board.
