New owner pledges repairs at 100 E. Chandler; resident complains about solar installation; council updates town-hall, lakes and a proposed development

Cloud Lake — At the Feb. 13 meeting, the Cloud Lake Town Council received several local updates: a new property owner said he will start repairs at a troubled duplex, a resident complained about problems with a solar contractor, and council members discussed town-hall renovations, lake maintenance and a proposed development on Shannondale Road.
Joel McDowell, introduced as the new owner of the duplex at 100 E. Chandler Road, told the council he has spoken with the Code Enforcement Officer and "will begin work on the exterior the first of next week and interior renovations at the end of the month when Kyle has left." McDowell said he expects to receive the recorded deed from the county within two weeks; the clerk’s notes record the deed in OR Book 35551/Page 214.
Resident Beatriz Wallace raised a complaint about an ADT Solar installation at her home, saying the installer ‘‘had nothing but trouble entire time, now left with no cover over the panel box and they will not respond,’’ and that large battery boxes had been installed that she believed were unnecessary for residential use. Mayor Russ Nidy said he has an appointment with the Building Official and will ask that official to inspect Wallace’s system.
On unfinished business, council members discussed the town-hall interior renovation and whether to hire a single contractor to manage all phases or engage a contract manager; staff are establishing a Scope of Work and the clerk submitted a photo of a carriage-type garage door option. On lakes and drainage, Mayor Nidy reported meeting with Gary Wilhelm of Solitude Lake Management, who recommended removing cattails and spatterdock and will provide estimates for initial treatment and maintenance contracts. The town is disputing a $2,100 PlantWell charge for trimming and vegetation removal at The Preserve; Mayor Nidy and the clerk will request a meeting with Jared, owner of PlantWell, to resolve the issue.
Council also reviewed the conceptual development plan for 202 Shannondale Road, a proposal the council saw during a Jan. 18 site visit. The council said it is conceptually in favor but requires a written proposal and a contract; Mayor Nidy said it would be preferable for the owner to propose single-family residences on the reconfigured lots rather than a duplex. The proposal will need a land-use change and variance before moving forward.
The meeting concluded with routine procedural matters and adjournment at 8:22 p.m.
