Cloud Lake council reviews land-swap proposal and inspects 202 Shannondale Road

Mayor Russ Nidy called a special Town of Cloud Lake council meeting to order at 10:05 a.m. Jan. 18 and led a site visit to 202 Shannondale Road to review a proposed land swap intended to give the town access to The Preserve’s littoral shelf.
The proposal was presented by property owner Ray Pola, who told the council he would convey the submerged portion of Lots 9 and 10 — described in the meeting as encompassing The Preserve’s littoral shelf — to the town in exchange for the remaining portion of Lot 10, which contains the entrance to The Preserve. Pola said he has no use for the submerged area and would grant the town an additional easement in perpetuity for access. Mayor Russ Nidy said the encumbered littoral area would not be buildable, and that allowing the swap would enable Mr. Pola to develop two single-family lots rather than a duplex on Lot 9, which the mayor characterized as “more of an asset to the Town.”
A memorandum from Town Attorney Bill Doney outlining potential legal issues related to the requested trade was submitted to the council during the meeting. Councilmembers reviewed a map Mr. Pola provided while on site and walked the lot lines and shoreline together.
At the site, Pola explained that the combined frontage is 170 feet, which would allow two lots with approximately 85-foot frontages each, and noted 7½-foot side building setbacks. He also said the east side by the Stub Canal would allow two trucks to travel side-by-side. Pola indicated he would remove invasive vegetation and dead trees on the south side of his property along the lakefront. Meeting participants also observed damage to trees inside The Preserve and noted several dead trees that need removal.
No formal motion or vote was recorded at the special meeting. The council did not act on the proposal and instead agreed the matter would be discussed further at the Feb. 13 council meeting. The meeting adjourned at about 11:00 a.m.
Participants listed in the meeting minutes include Mayor Russ Nidy; Vice Mayor Marion Chateau-Flagg, Council Member Kathleen Hoock, and Town Clerk Dorothy Gravelin. Ray Pola, owner of 202 Shannondale Road, and Tom Lisi of Glen Ridge attended the site visit. Council Member Alexandra Powell-Sardinas and Council Member John Tyson were recorded as absent.
The council’s next formal consideration of the land-swap proposal is scheduled for its Feb. 13 meeting; the minutes indicate the town will return to the matter then. No deadlines, approvals, or grants were decided at the Jan. 18 session.
