Commission finalizes dissolution of Casselberry Community Redevelopment Agency; central reinvestment fund established

On second and final reading, the Casselberry City Commission unanimously adopted Ordinance 25-1627 on Dec. 8 to acknowledge termination and dissolution of the City of Casselberry Community Redevelopment Agency (CRA).
Donna Gardner read the ordinance by title. Christopher Schmidt, the community development director, summarized the history and implementation: the CRA was established in 1995 to guide redevelopment primarily along U.S. Highway 1792 between State Road 436 and Seminole Boulevard, and the county granted an extension to Dec. 2025. If the ordinance stands, the CRA will officially sunset on Dec. 11, 2025; the ordinance also creates a central city reinvestment fund to maintain the remaining unencumbered Community Redevelopment Trust Fund resources under the delegation of authority from the Seminole County Board of Commissioners.
Schmidt said the CRA board had already approved a related resolution earlier in the afternoon, and staff recommended final approval. The public hearing drew no speakers. By unanimous voice vote, the commission approved the ordinance and completed the statutory process to dissolve the CRA.
What's next: Remaining trust-fund balances will be administered through the new central city reinvestment fund according to the ordinance and county delegation; staff will carry out any codification and administrative steps required by the code.
