Summary

The Casselberry City Commission on Nov. 17 handled routine and policy items in a single meeting.
The commission approved the Oct. 27 regular- and workshop-meeting minutes and the consent agenda by voice vote. On ordinances and resolutions, commissioners approved Resolution 25-3550 (SS4A grant) and accepted the related budget amendment; they approved the first reading of Ordinance 25-1627, which acknowledges the termination and dissolution of the City of Casselberry Community Redevelopment Agency (CRA) effective Dec. 11, 2025, and creates a central city reinvestment fund for remaining CRA funds. The commission adopted Ordinance 25-1625 on second and final reading to eliminate the Development Review Committee (DRC) and shift technical sign-off to an administrative official.
The commission approved on second reading Ordinance 25-1626 updating communications-rights-of-way permit requirements and lowering the proposed security amount to $150,000 (letter of credit allowed). It also approved the award of the Northgate Phase 2 water-main replacement project to Accurate Drilling Systems and related budget amendment BA 26-009. The administrative services director summarized the city manager’s evaluation; the commission approved the annual evaluation summary by voice vote.
All recorded motions and votes passed by voice vote; five commissioners were present for the meeting.
