Casselberry to pay $684,430 for safety upgrades on State Road 436; construction expected mid-2026

The Casselberry City Commission unanimously approved Resolution 25-3556 and a related budget amendment on Dec. 8 to enter a locally funded agreement with the Florida Department of Transportation for safety improvements on State Road 436.
Staff explained the project covers the segment from Lake Howell Road to the county line and includes two signalized pedestrian crossings (Lake Howell Road and Winter Woods Boulevard), bulb-outs to physically discourage illegal through movements from right-turn lanes, modifications to right-turn slip lanes and lane-width adjustments intended to reduce vehicle speeds.
Dr. Kelly Brock (staff) told commissioners the FDOT resurfacing project would build 11-foot travel lanes in locations where the city advanced the safety design and that the city's $684,430 payment is a lump-sum contribution. "If bids come in higher, DOT will cover the difference; if bids come in lower, we're not getting a refund," Dr. Brock said. Staff added that the city's contribution will be reimbursed through an interlocal agreement with Seminole County sales taxes.
Construction is expected to begin in mid-2026 if schedules hold. The commission approved the resolution and budget amendment by unanimous voice vote.
