Casselberry awards $2.3179M bid for Northgate Phase 2 water-main replacement

The City Commission approved an award Nov. 17 for the Northgate Phase 2 water-main-replacement project to Accurate Drilling Systems, the low bidder at $2,317,900. Tara Lammer, Utility Department Director, said the project addresses roughly 9,000 feet of galvanized and asbestos-cement pipe that is past its life expectancy and will use horizontal directional drilling where feasible to avoid trees.
Lammer told the commission eight contractors bid on the project, with a range from $2,317,900 to $3,763,782 and a GAI cost estimate of about $3,308,500. Because the low bid came in under the estimate and the project was budgeted at over $3 million, staff proposed awarding the contract with a 10% contingency and authorizing the city manager to approve change orders up to 5% of the base amount; any change orders beyond 5% would return to the commission for approval.
Staff also explained that approximately $1,035,000 of the originally budgeted funds would roll back to fund balance. There were no public speakers on the award. The commission voted to accept the award and related budget amendment by voice vote.
The contract includes required permits from Seminole County for right-of-way use and a requirement that the contractor obtain approvals for any county work; staff noted coordination with county projects in the same area.
