Casselberry approves $87.42 million FY 2025–26 budget

The Casselberry City Commission voted Sept. 22 to adopt the citywide final budget for fiscal year 2025–26 at $87,419,867.
City Manager Randy Newland reviewed the changes since the tentative budget, saying the total citywide request increased to $87,419,867 with notable adjustments: an increase of $383,700 to the general fund, a $495,280 increase in the stormwater fund, two permanent lifeguard positions (estimated $152,410 with benefits) and higher seasonal staffing ($201,300) to support the recently opened aquatic center. Newland listed major revenue sources including $10,601,467 in ad valorem taxes and $28,304,176 in charges for services.
Newland also outlined capital priorities, including roughly $17 million in water and sewer utility capital projects, $22.1 million in total capital outlay citywide and anticipated use of state revolving funds for utility projects. He said the proposed budget authorizes 240 full-time and 6 part-time positions.
After public comment was closed with no speakers, a motion to approve Resolution 25-3542 adopting the FY 2025–26 budget passed by voice vote.
The commission approved the budget and requested that capital projects be brought forward for vendor award approvals as required by procurement rules.
