Casselberry moves to streamline land-development review, approves first reading to eliminate DRC

The Casselberry City Commission on Oct. 13 approved on first reading Ordinance 25-16-25, a change to the Unified Land Development Regulations that would disband the city’s Development Review Committee (DRC) and permit an administrative official appointed by the city manager to sign off on technical reviews.
Chief planner Antonio De Jesus explained the change is intended to streamline permitting after the city moved to an online permitting system. He said virtual pre-application meetings and digital review workflows have reduced the need for an in-person DRC meeting, which can lengthen processing times and require posting agendas and securing a quorum.
De Jesus said major site plans and developments of community impact would still require planning and zoning approval and public hearings; the administrative official would handle technical sign-offs after all review departments and divisions have resolved comments. He cited sister cities that use digital permitting and recommended first-reading approval.
Commissioners asked clarifying questions about which matters would still come before the commission and expressed support for reducing redundant steps. The commission approved first reading by motion and voice vote; staff said the ordinance would return for second reading with any additional edits.
