Casselberry approves FDOT supplemental agreement and $2.64 million construction award for Central Casselberry Connectivity project

Casselberry’s City Commission on Oct. 13 approved Resolution 25-35-45 and authorized a construction contract to advance the Central Casselberry Connectivity project, a multimodal effort to improve pedestrian and bicycle connections between State Road 436 and South Winter Park Drive.
Keena Henry, the city’s special projects manager for public works, summarized the project’s scope: rectangular rapid-flashing beacons, raised mid-block crosswalks, a 10-foot shared-use path, new sidewalks on Hibiscus and Marigold, speed cushions and a roundabout at Wilshire and South Winter Park Drive, plus drainage and landscaping work. She told commissioners the project was listed on MetroPlan Orlando’s prioritization list and was included in FDOT’s FY2025 work program.
Henry said federal funds originally awarded under the LAP agreement totaled $1,929,297, and the lowest responsive bid for federally eligible items exceeded the engineer’s estimate, creating a shortfall of about $710,000. “Since this project was included on MetroPlan Orlando’s prioritization list, we were able to reach out to them, and they agreed to cover the shortfall of $710,000,” Henry said.
Staff presented the supplemental agreement (Resolution 25-35-45) and a related budget amendment to roll funds into FY2026 so the city could issue a notice to proceed. The commission approved the resolution and the budget action by voice vote.
On the same agenda, staff recommended awarding ITB 2024-1207 to Cathcart Construction Company Florida LLC as the lowest responsive bidder at $2,642,052.90, plus a requested 5% contingency to cover unforeseen field conditions. Henry said the city’s share included locally ineligible items and the contingency; staff also requested authorization for the city manager to execute change orders up to the 5% cap.
The commission moved, seconded and approved the award and the change-order authorization by voice vote. Henry said staff expects to issue a notice to proceed on Oct. 31, 2025, with completion anticipated in summer 2026.
The action combines a federal LAP supplemental agreement with a local construction contract award and funding amendment; commissioners emphasized coordination with Seminole County, FDOT inspection oversight and outreach to affected residents and agencies during construction.
The resolution and contract award were approved without recorded roll-call tallies; staff said formal documentation and contract execution would follow standard procurement procedures.
