Seminole County adopts broad land‑development code amendments and consolidates travel policy

At its June meeting the Seminole County Board of County Commissioners approved two countywide ordinances: the second reading of a package of amendments to the Seminole County Land Development Code and an ordinance repealing the county’s travel‑expense provisions from the code of ordinances to consolidate policy authority in administrative rules.
Principal planner Maya (voice 24) summarized three substantive changes since the first reading: (1) the C‑3 zoning district will allow vocational, business and professional schools as permitted uses; (2) multifamily residential use is now permitted in the HIP Airport future‑land‑use designation when part of a mixed‑use development and subject to a floor‑area‑ratio cap (49% or below as described in section 30.8.0.5.2); and (3) the development services director may waive the prohibition on gated communities when developments proceed through the alternative design standards process. Staff said these changes clarify permitted uses and give discretion to speed review under defined circumstances.
On the administrative side, Chief Financial Officer Lori Bailey Brown proposed repealing the travel expense language from the code of ordinances and consolidating it within a single administrative policy to avoid duplication and conflicts. She said the move follows a multi‑year effort to consolidate travel rules in one place and to remove redundant ordinance text.
Commissioners thanked staff for the work. There was limited public comment; one speaker waived her right to speak. The board voted to adopt both ordinances unanimously.
Next steps: Staff will implement the code changes and issue guidance on the new allowances and director waiver process; Development Services and other departments will coordinate on administrative implementation. The travel policy will be maintained and enforced through the county’s administrative policy structure rather than the code of ordinances.
