Prince George's County planning staff outline PAMC program and invite Mount Rainier to apply

Representatives from the Prince George's County Planning Department briefed Mount Rainier's council on the county's Planning Assistance for Municipalities and Communities (PAMC) program and requested that the city submit a resolution and application to initiate a project.

Connor Klein, outreach and projects coordinator, described PAMC as a longstanding county program (reinvigorated in 2017) that provides technical assistance and consultant-managed plans and studies. He told the council that "PMC projects cannot engage in any capital projects. So we can't build anything," emphasizing the program's technical-assistance scope and timeline (short plans over 12–18 months with five-year implementation horizons).

Klein walked through application mechanics, noting the county manages consultants and that municipalities often provide a city resolution alongside the short application. Josephine Selva Kumar, the county supervisor for the neighborhood revitalization section, introduced herself as the on-site staff contact and invited councilmembers to reach out.

Councilmembers expressed support and suggested additional focus areas — sustainability, education, public safety and measurable metrics — and asked for a resolution template. The mayor and staff said they will work with the city manager to adapt a resolution and bring it to a work session for approval.

Klein said the program receives annual county council funding and has grown since 2021; the county will help scope projects to align with county plans such as Plan 2035 and sector/master plans.

The council took the county staff's request as a next step: submit a resolution and application to begin scoping and consultant selection.
