City clerk reports subscriber growth; council told to review Human Rights Day proclamation

Melissa Sam, director of administrative services and city clerk, presented the department's first-quarter report covering July–September 2025 and highlighted the city’s communications and administrative operations.
Sam said the city now has 1,550 email subscribers and 270 phone/text subscribers for notifications, and staff have been using social-media ads to promote events. The clerk’s office handled Public Information Act requests in the quarter, coordinated meeting agendas and recordings, supported grant-writing activities, and assisted with equipment and camera coordination at City Hall and Pots Hall. Sam also noted translation efforts and upcoming publication schedules for the city newsletter.
Councilmembers praised the administrative team and asked follow-ups. Councilmember Daniel Joseph said he was "very impressed with the open rate of 60%" and asked about subscriber growth; Sam said subscriptions grew from about 500 in 2022 to 1,550 now. Councilmember Jenny asked whether text-message alerts could be bilingual; Sam said staff could explore that and agreed to look into whether local businesses were receiving communications.
The council was also reminded to review a draft resolution proclaiming Dec. 10 as Human Rights Day; the presiding officer said minor edits remain and asked the council to prepare it for an upcoming vote.
The council adjourned the work session after thanking staff for professional reports.
