Council grants conditional-use permit for daycare at 331 North Main Street; state licensing remains pending

The Poplar Bluff City Council voted Dec. 23 to grant a conditional-use permit allowing Ashley Parker to operate a daycare at 331 North Main Street, a building the presenter said had previously served as a daycare and school.
City planner James Siss presented the Planning & Zoning Commission—ile and said the commission recommended approval. Siss told the council the building across from the library had been inspected and found suitable for daycare use but that the applicant still needs state licensing to operate. "This may be the fastest one we've put through," Siss said, referring to the timeline from Planning & Zoning to the council voting session.
The council moved the item from the workshop to the voting session, conducted readings of Ordinance Bill 86-67 and adopted the conditional-use permit on a 6–0 roll-call vote.
The planning staff nd the council recorded the applicant as Ashley Parker and the presenter as City Planner James Siss. Siss noted the municipal inspection was completed as part of the approval process, and he said state approval is an outstanding requirement before the daycare can open.
The council completed other business and adjourned; the city manager reported that the Jan. 5 meeting is canceled and the next regular meeting will be Jan. 20.
What happens next: Staff will assist the applicant with any remaining municipal inspections and the applicant must obtain required state licensing before operating the daycare.
