Council deadlocks on vice-mayor rotation resolution; item moved to work session

During the Dec. 2 meeting the council took a second reading of Resolution 7-2025 concerning the upcoming vice-mayor rotation. After motion and second, council votes split 2–2, leaving the council unable to adopt the resolution that night.
The mayor announced the tie and said the item will be discussed at a future work session to allow more time for deliberation and edits. Councilmembers who voted against the resolution asked for additional clarification and for outstanding issues to be resolved before a final vote.
Because the vote was not resolved, there was no formal adoption or roll-back of action; the matter remains pending and will return to the council for additional consideration.
